I pick B

A) by increasing....and an increase....not prarallel
C) Wordy
D) the amount of funding is unecessary wording... + doing this is not idiomatic, should use doing so.....
E) Not parallel

I am with B on this one it is parallel and you need so, ive come to the conclusion if you see a choice with so in it, look long and hard at it because it usually is right

A & E has parallelism issues.
C has redundancies.
D ‘amount’ is redundant.

Left with B.
