C for me too ... who is being subjected to the "wild-animal control efforts" .. it is coyote ... that eliminates A,D and E .. out of B and C .. C correctly uses the singular verb has ..also abiliy of is unidiomatic ... C stands ..

narrow down to B and C since other options have modifier issues

B has subject verb agreement issue.

Coyote is singular ' so has is correct'

'expand its' conveys the correct logical meaning of the sentence.
