in eliminating option "C"

(C) suggest corporate brochure and annual report layout, it has signified widely ranging
The above sentence suggest.

The term suggest 'X' and 'Y'

In 'B'
The term suggest laying out of 'X' and'Y'
while intended meaning suggest laying out of 'X' and 'Y'

Yes, the answer is B. In A and E, their is used incorrectly to define the term graphic design. Eliminate A and E. In C, the past tense is incorrect , the tone of the passage is to suggest that something fresh is happening. Eliminate C. Same in D. In D , have suggested is also incorrect, present perfect is not needed here.

B clearly defines the new additions or changing functions of the job. Hence B wins.

I am not sure what is your exact question. However, I am writing here the problems with option C.

First of all, "has signified" means that the action is already complete; but the intended meaning of the sentence requires present tense so that the contrast can be proper.
Second problem with option C is that "widely ranging work" is incorrect -- correct form would be "wide range of work".
