Laws requiring the use of headlights during daylight hours can prevent automobile collisions. However, since daylight visibility is worse in countries farther from the equator, any such laws would obviously be more effective in preventing collisions in those countries. In fact, the only countries that actually have such laws are farther from the equator than is the continental United States.

----> Same to C

(E) Daytime headlight laws would probably do less to prevent automobile collisions in the continental United States than they do in the countries that have the laws.

-----> Yeah, the reason why US doesn't have such laws is probably because such laws do less to prevent automobile collisions in US than they do in farther countries. ----> applausible. Note that the use of "would probably" makes E least vulnerable to criticism!

B is a sweeping conclusion. We need more information to come to that conclusion.

E is the possible answer.

this statement makes it clear. "any such laws would obviously be more effective in preventing collisions in those countries"

more effective because, there is more chance of collisions

Raising the minimum driving age to 18, or even 21, would probably be the most effective way to reduce the number of annual auto accidents in the continental US. This one is a clear (E). <--- I meant E! :oops:

* The disclaimer here is continental. Otherwise we would have to consider Alaska, which is dark 24 hours a day three months out of the year.

Less than a minute to arrive at E
Countries farther from the equator than continental US have poorer daylight visibility. They have mandatory daytime headlight laws.

Since visibility in US is better than those countries, the benefits of the law will be less significant in the US.
