Between C and E I'm going for E.

C refers to just one part of Speaker-1's dialog. A conclusion should be more general.

Surely E....

It has to be between A and E but Speaker 1 ends by saying ...implicitly XYZ, so a statement saying explicitly ABC have been missed just compliments it...
