A. look for the correct llism or idiom: "to do x is to do y". so A as it is ok...

Great, the OA is B.

The OE is as under
The difficulty with the sentence is a failure of parallelism. The subject of the sentence is the infinitive "to consider", but the complement is the gerund "is neglecting." One or the other must be changed so that they both have the same form. (B) does this. (D) changes both, so it commits the mirror image of the original error. (C) introduces wording that makes the sentence illogical. (E) introduces a new error, the unacceptable usage of "amounts to"
