I chose D by guessing
Was stuck between have and would have.
Reason behind my choice:
would have-means not yet done in the present but needs to be done "sometime in the future"
have-needs to be done "now"
Is my reasoning correct?
What's the diff between have and would have?

My reasoning:
To develop suggests its something they cannot do now, therefore to develop a better model they would have to have a better understanding than they do now.
