Economic is the correct word in this situation.

judging by your title then I'd guess it's either B, C or E. I'm interested in hearing why this one isn't D.

Will go for 'B'

The first subordinate clause starts with an infinitive To develop, so we may not need a subjunctive mood .would have

economical determinants - is good diction

Economical determinant is absolutely no-no

reason- ecnomical means sparing in the use of resources.

Whats the source of the question? I will still go with D
