D looks like the best answer:

(i) Use of economic (= relating to the economy) rather than economical (= efficient/resource-saving)
(ii) Correct use of they do now
(iii) Use of would suggesting a future/if scenario

I guess the question gives it away by putting down only one choice for the use of economic (other than in the original).

I am a little in between A and D.
I am not sure if would have of just have is correct.

I choose A.

Please correct me if I am wrong.

I chose D as well. The OA is E which is this case I think is clearly wrong
