I am going with "C" as there are two entities - "manufacturers" and "outside agents". Since "manufacturers" occur first in the sentence, "former" is best suited to refer to "manufacturers".

But there's a pronoun problem in "A". "They" can refer to "manufacturers" and "outside agents". Moreover, pronouns refer to nouns that are closest to the pronouns, which is "sales agents" in this case. Hence, former is required in this case.
What's the OA for this question?
