Should be "C" as "The former" clearly refers to manufacturers where as "They" in A is ambiguous.

another C.

if I remeber correctly, semicolon (;) separates two independent sentences. So any subject pronoun in either part of the sentence must have clear referent. The former = manufacturers.

if OA is indeed A, then issue lies in using FIRST ( this word is used with manufacturers} and NEXT (depending on FIRST we logically assume that "they" also refer to manufacturers}.

This should be A. We need to notice "their" in "to" phrase. This "their" takes the "the manufacturers" naturally. And "their advertising" means manufacturers' advertising. So, should be "they began~" I don't know why "the former" comes to the surface all of sudden.
