C seems to be wordy. I think A itself is correct. What you say.

A) compares English Manufacturers with "American and Irish competition" which is wrong.

A) wrong. "... both against American and Irish..." must be "both X and Y"
B) correct
C) wrong. English passed the act to protect manufacturers. so modifier is incorrect
D) wrong. 'to protect' is better
E) wrong. 'to protect' is better
