My vote for E. C seems to be ... well I don't know what to call it .... not confortable .. shouldn't it be more like " .. to gradually instill ..."

To speak and instilling----not parallel....so A and B are out.

Gradual notion is awkward...so C and D are out.
this leaves us with C which is the correct answer (though it sounds awkward)

OA is indeed C.

However, I would have been more satisfied if C read,
"To speak habitually of the “truly needyâ€
