I would like to about the quality of this question because the correct does not make any sense logically.

Hi emmak,

Yes, the question is not a very elegant one and all the choices look slightly awkward including the correct one. But the correct answer looks least bad among all choices.

If you can mark a list by the use of the word "and" in the un-underlined part of the sentence, the question becomes slightly easy to answer.

Lets only consider the important parts of the sentence.

To those who are troubled, we should raise awareness of XXX and find other ways.

A) To those that are troubled, we should raise awareness of --> that used incorrectly, who is more appropriate for people, awkward construction
B) Awareness should be raised to help those who are troubled, about --> not parallel with the list marked by "and"
C) The troubles of those who are aware should be raised as to --> Sentence says that trouble should be raised, again nonsensical
D) Those who are troubled should raise awareness of --> looks the least ugly. "who" is used correctly for people and list makes sense
E) The ones who are troubled should be made aware of --> not parallel with the list marked by "and"

Correct construction reads: Those who are troubled should raise awareness of XXX and find other ways.

I disagree. To me, this seems like a classic case where meaning trumps parallelism. Let's focus on D and E.

D) Those who are troubled should raise awareness of --> looks the least ugly. "who" is used correctly for people and list makes sense
E) The ones who are troubled should be made aware of --> not parallel with the list marked by "and"

D implies that it's the people who are in trouble who should be raising the awareness of the harmful impact of blah blah blah.
E, for all its inelegance, gives the correct sense that it's the people who are in trouble who should be made aware (passive voice here, so it's unclear who's doing the awareness raising).

E is closer to the original meaning.

But, that said, I question the quality of the question. After all, who uses mollify (basically, to placate), when ameliorate fits much better?

The conjunction AND demands two parallel verbs here. The verb following AND is "find" is in simple present, so we must choose the option which uses the simple tense for parallel verb "raise".

Only option A and D use the correct form of verb "raise".
B, C, and E use passive voice for the first part, whereas the "find" verb following the conjunction "AND" demands an active subject.

Between A and D. D is concise and since we are talking of people, the usage of the pronoun "THAT" is not acceptable, particularly when we have a better option D.
