I choose A. B has problem with "they". C and D has prob with "those". E ends with preposition.

b)small cars that are more fuel-efficient than they were at any time in their ==> the use of 'they' is incorrect, what is it modifying?

c)small cars that are more fuel-efficient than those at any other time in ==> Correct!

d)more fuel-efficient small cars than those at any other time in their ==> Changes meaning

e)more fuel-efficient small cars now than at any time in ==> The use of 'now' is redundant and sentence changes meaning

i am not sure , how did u pick C with "those" in it , I feel it cant be right!

those (cars) would be modifying cars.....re-write the sentence with C and it'll make more sense

the oa is C

however, i chose A. I still think it is A. I dont think "that" is always necessary. Ex.

The four-million-year-old fossilized skeleton known as lucy is so small compared with many other skeletions presumed to be of the same species that some paleontologist have argued that lucy represents a different language.

this sentence is correct

Here's is why it cant be A.
Today's technology allows manufacturers to make small cars more fuel-efficient now than at any time in their production history.

If we do not have "that", then the sentence would sound like the small cars are already existing and manufacturer's job is to make them fuel efficient.
