I am stuck between B and E.. whether the use of "an era" is redundant or not.. an era, signifies the period of time.. so i think m gonna go for B..but my intuition says E..

I am going with B.

Tom Bradley was mayor of Los Angeles from 1973 to 1993, an era when the city had transformed from a collection of suburban neighborhoods to the second-largest city in the United States.
(A) an era when the city had transformed Incorrect use of tense wrt the sentence
(B) an era during which the city was transformed Correct. 'which' is refering to 'an era'
(C) an era that transformed it incorrect (Ambiguous)
(D) during which era the city transformed (Awkward)
(E) during which the city was transformed Incorrect ('which' requires a subject)

A) era is not a point in time time
(C) it ??
(D) & (E) Wrong usage of during

I would go with B
1970-1973, an era . Clear modifier.

If we go with B, then we need an era, during which... We need the comma, since we need during which to clearly indicate what it is modifying?

In 'E' what does 'which' refer to? from 1973 to 1993? It can't, it should refer to immediate previous noun.

This is a modifier SC. The past perfect voice isn`t necessary so I`d go with (B).
