Agreed with gsr.

They want to install airbags in order to reduce fatalities in accidents, but if (A) is true, the air bags themselves will cause more accidents.

in that case it's even easier because with POE you can easily check that other answers are out of scope or totally irrelevant :
(B) sounds logical - it's no a challenge to the proposal
(C) sales details
(D) re-sales stretegy issue
(E) profit margin
