For prediction – as likely as … is preferred over equally likely …
Eliminate A, B and C

A. equally likely to exceed the proposed speed limit as
B. equally likely to exceed the proposed speed limit as they are
C. equally likely that they will exceed the proposed speed limit as
D. as likely that they will exceed the proposed speed limit as [“they” must point to drivers not the traffic officials – eliminate it]
E. as likely to exceed the proposed speed limit as they are. [Hold it]

Answer: E

"As...as" is idiomatic, so eliminate A, B, and C.

"They" = traffic safety officials or drivers? Can't tell, so eliminate D.

E is my final answer.

E for me too

A,B,C are out equally likely is improper usage here
now between D & E
A. equally likely to exceed the proposed speed
limit as
B. equally likely to exceed the proposed speed
limit as they are
C. equally likely that they will exceed the proposed
speed limit as
D. as likely that they will exceed the proposed
speed limit as the current one-> ugly usage
E. as likely to exceed the proposed speed limit
as they are. ->perfect
