"That" is needed after announced. Only A has "that".
Wins, Is "that" missing in other options?

In A, is the "they" referring to the chains or the stores?
C is short and concise. Therefore, it has my vote.

In 'A', it is unclear what 'they' is referring to ...
I was down to B and C..
but B has a tense problem.. should be past tense
