This is a good one!
Truckers conclusion: The new law will cause the entire transportation industry to shrink
Premises: It requires the installation of fire extinguishers and shatter-proof glass in all trucks and has cost truckers nationwide billions of dollars. This led us to bring up our prices, which reduced the number of our clients.

Businessman: Businesses will just opt for other methods of transportation such as small commercial vehicles, trains and boats.

The businessman responds to the trucker by
Ok, focus on the conclusion: The new law will cause the entire transportation industry to shrink

A) suggesting that the trucker's argument overlooks an alleviating factor: Yes, the businessman is suggesting that the entire transportation industry will not sink. There are other alleviating factors like trains and boats which will help the industry.
B) supporting the trucker's conclusion but disputing her underlying assumption: He's not supporting by disputing, but rather helping, so this is out.
C) challenging the validity of the evidence the trucker cites as the basis for the conclusion: He's definitely not challenging the evidence. ( Clue: if he [i]were[i] infact challenging, you would see words like, but, however, even so, etc
D) reinforcing the trucker's conclusion by complementing the picture with further evidence: Now this is a trick answer! At the first glance you would think that he was re-inforcing the truckers conclusion by giving further evidence, but remember to focus in the conclusion! The conclusion states that the transportation industry is going to sink. Well trains and boats are not going to cause the industry to sink any further! Infact (as correctly mentioned in answer A) these are examples that would save the sinking industry.
E) implying that the trucker's conclusion is based on false premises: He's not implying any false premises. This is def. out

Remember: Focus on the conclusion!

Hope this helps!

A,

Rewards careful reading "The new law will cause the entire transportation industry to shrink" because use of trucks is becoming expensive, causing number of clients to reduce.
and businessman responds by saying that people will opt for the alternative such as boats and trains. So the entire transportation industry would not sink, there are losers but others gain on it.

It was between A nd B. Finally realized that there was no support offered to the conclusion. Hence A.
