Assume that the length and width are 16 and 20 ( maximum).
The radius is 2 inches; diameter is 4 ; you can accomodate 4 by 5 number of cans

so the maximum number is 20.

Got C also...

Since the height of the can is 12.. you cannot fit multiple cans on top of existing cans.. hence the largest base would be 16x20

which using d=4 (since r=2) you can fit 4x5 = 20 cans.
