Your undergrad history is unusual and will take some explaining, but it sounds like you "turned it around" and did better over time, which adcomms like to see. So, don't worry about that too much.
BTW, I'm not clear on why you want schools with a tech reputation if you want to do consulting/general management. If you work in tech (or a related field) now, I'd recommend broadening your horizons, but...
Focusing mainly on the east coast and thinking of tech-type schools, MIT Sloan is your stretch. I actually think you have a decent shot here, so don't take "stretch" as "you probably won't get in," but rather as "remember their admittance rate is usually below 20%." Your more likely (but still not easy for anyone) schools are Carnegie Mellon and Cornell. For a safety school, I bet you can get into Maryland. Hope that helps!
