Not correct. If this were correct, author would have said the researchers are incompetent or something on those lines. Author's complain is that researchers are not putting effort in the right direction.

Author indeed assumes this as he thinks there is a dire necessity of developing higher-yielding potato strain, for the strain that produced 100M tons 20 years back can't produce the same yield anymore.

When investigating seemingly unrelated questions- what does this condition imply? I didn't fully understand the context and the condition.
I want to know whether they find concrete solution to any practical problem that relates agriculture.

Opposite of what Author may have assumed. Author seems infuriated with this fluctuation or decline. No way can she thinks that the fluctuations are usual.
