a. Allowing inmates to make decisions about prison security.
b. a university's asking the opinion of the student body on the

I will go with A on this one

I reason I chose A is that to some extent the Prison inmates and the Prison authorities have conflicting goals. Similarly the labor union and the management have conflicting goals. However this is not true in case of students.

I hope my answer is right.

Agree with A. If labor sets the corporation goals, it would be as much a mess than letting prison inmates setting prison rules
