Two unsuccessful attempts in the Verbal section....Urgent!!

Hi,
I have appeared for the GMAT twice in the last 2 months, and have managed to score well on Quant ( 47 and 48) however my performance in the Verbal section was poor ( 28 and 28). Overall score was 610 and 640.
I will attempt for the third time as I am determined to score over 700. When I introspect about my knowledge on verbal, I feel that I know each of the sections partially which eventually leads to an average performance. If given a test, i will score atleast 50% of the questions correctly, but the errors will be in all the 3 sections. So, neither of the sections is my strength nor is my weakness.
As I will reappear after a month, probably in the first week of Nov, I need a strong guidance on how should I prepare to take my verbal score beyond 38+.
As I have given the GMAT today, I will commence my prep from tomm while I let my mind to ease and refocus. Request you all to please guide me in this endeavor.
