I was an in-state applicant last year. Ding, 710 gmat 3.4 GPA, and even went there for undergrad. I thought I would be a shoe-in based on my stats, so I think my biggest problem was that I "mailed in" the application. My career goals were fuzzy and I didn't spend enough time on my essays, which is something I'm really focusing on this time around.
To answer your question, I honestly don't think it makes a difference if you're in state or not. They're looking to build a diverse class, and as long as you put together a solid application and can showcase why you're a good fit for the school, you have a shot. Good luck though, because I know the tuition is a heck of a lot cheaper for in-state students!!
