I have admits both from tepper and UNC (with some scholarship from both schools). I am planning to do Management Consulting(MC). Tepper costs me overall $40,000 more than UNC. I have an engineering b/c Currently I am in a fix whether to choose UNC or Tepper. Which it the better school for Managment Consulting ?

I think though tepper has a slight better brand and reputation, UNC's management consulting course is really good. They have very good general management course clubbed with leadership development courses which tepper currently lacks. The two locations are also very different. So if you are looking for a quieter collegial town environment then UNC is the choice else if you prefer a fast moving city life, then Tepper. So the choice is very subjective.

If you have an engineering background, you can leverage that + any MBA to get interest from management consulting firms working on projects that require your specific engineering expertise. You may well find the MC companies with which you interview might be more interested in your pre-MBA experience than your MBA.
But absolutely check out the companies that are recruiting on campus at CMU and UNC and the average salaries for grads that enter consulting and the places they go. That should all be available on the school's website and might help you make the best choice for you.
Good luck!
