This is a question of parallelism, we should have parallel structure like X and Y .
A. and electric company is intended to create a huge marketing network for the utilities in question with states opening:
In this case gas and electric company are not parallel.
E. company and leading electric company is intended to create a huge network for marketing the utilities in question as states open.
This sentence is correct w.r.t parallelism.

Choice D "the merger" cannot go with "are intending". S - V Agreement error

OA can never be D.. It is E.
"the merger of" is the subject has to go with a singular verb

One cannot defend that it is merger between two divisions within the company. The text is not saying so

C. and electric companies are intended to create a huge network that will be marketing the utilities in question, with states opening--- same as in B

D. company and electric company are intending to create a huge marketing network for the utilities in question, with states opening ----same as in B

E. company and leading electric company is intended to create a huge network for marketing the utilities in question as state’s open --- The best option; the merger is between two entities and there is no SV error an

SV logic corner choices A and E. After that it is a bit idiomatic as you want to mention something that is simultaneously going on. As states open is correct usage as compared to with states opening. Hence E.

I had brought it down to A & E only because of singular "is" then got confused and marked A

Dear Tanmay,

Pay close attention to the meaning of the sentence. The sentence is talking about mergers.

When we are talking about "merging", logically at least two entities should be present.

However, Option A says "the merger of the gas and electric company". This is illogical. There needs to be at least another company for this company to be merged with. Option A is incorrect for this reason.

Observe that Option E corrects this error by saying "the merger of gas company and electric company".
