"those of Puget Sound lived" this refers to the people.
Use of 'that' or 'those' as in A or B would mean village(s) and would mean illogical comparison btw 'village and people'

those is refering to Native Americans so you can rewrite the sentence as:
Unlike the Native Americans of British Columbia, the Plains, and the Southwest, the Native Americans of Puget Sound lived in relatively small, autonomous villages.

C - 'unlike' is correct as 'those' would refer to native americans. We can use 'those of' if we were saying 'unlike those of british columbia... ... those of puget sound lived...'

"those" means the native, so it must be compared to " Native Americans".
C is sweet and correct!

We should use instead of unlike that of or those of because those in the main clause refer to native americans.
