first of all when we are using like, we are comparing noun.

so A, C and E is out.

between B and D, I think D uses the modifier with which better.

so D is the right answer.

Only D compares "shuttle and earlier spacecraft" to "a permanently orbiting space station". Hence correct !

A, C and E compare wrong objects ---> out!
"sufficient enough power" in B is wrong, it should be "enough sufficient power"

D it is as it compares noun to nouns...
B is awkwardly framed

I`m assuming there is a typo in (D), so several points to notice:

1. Correct modifier.
2. sufficient enough in B is redundant. - This is the trap answer.
3. earlier spacecraft need to be expressed in the past tense.
4. capable of is idiomatic.

**Although the shuttle is still in use, it will soon be obsolete (2010-) so past tense with future meaning is appropriate.

***The ISS also has a limited life expectancy (~2015) so the independent fuel source employed will most like be of very little current feasible use.

my two cents...why D?

well we need to compare shuttle with space station...so only A, B and D do that...in A the problem is which is referring only to earlier space crafts...we need which to refer to both shuttle and earlier space crafts
B...well B has the problme of a runon sentence...with is an incorrect connector....D it is..

D it is.
All options, except for B and D are eliminated because on the basis of illogical comparison.

B is out for its redundancy. Sufficient and enough convey the same meaning.

comparison should be between "space station" and "shuttle and earlier spacecraft".

Only D comparing properly.
