US compared to Japanese unions - wrong comparsion
(B) Unlike those in the United States, Japanese unions appear reluctant to organize
Unions in US compared to Japanese unions - not parallel

A D and E are wrong (wrong comparison in A and D, reluctant about in E is unidiomatic)
between B and C, I think that C is more parallel because B should have been "unlike American ones" or something similar (with an adjective)

it is between B and E (apples to apples)
E is out because appear should be followed by an infinitive.
B should be it

B and E, both, use the proper form of comparision but in E the idiom, reluctant about, is not correct. it should be reluctant to as in B. So go with B.

B) as well...compares japanese unions to those (unions) in the states and the idiom is "reluctant to"
