Clearly expresses the assumption

Does not express the conditional clause clearly

If clause in present tense, conditional clause must have will + base verb

I was torn between B & D and following the MGMAT conditional construct I am ruling D out.

What if one of the answer choices (excluding D) is "if the unemployement rate is four percent, there will be a rough balance between jobs and job seekers". Will the correct answer choice still be D?
