Based on what you gave me, you could be competitive at Sloan, Wharton, and Tuck and should definitely be competitive at Yale. The question marks are all in the details--what the quality of impact of your military and congressional stories is. If that quality is exceptional, then I wouldn't discourage you from applying to HBS. On the other hand, literacy tutoring as a primary current community involvement doesn't seem HBS caliber to me. But otherwise your profile does appear to be a potentially very strong one.
