Today I met another confusal on Modifier topic, posting here for your help!
OG11-93 The Supreme Court awarded the Central Intelligen Agency broad discretionary powers enabling it to withhold from the public the identifies of its sources of intelligence information
And says: The sentence clearly and grammatically explains that the Court granted powers that enable the Central Intelligence Agency to withhold certain information from the public. But
Og11-98
..., most of the Monument Valley Anasazi abandoned their homes to join other clans nhaving less limitations to water access.
And Og says: "having" is ambiguous because it is unclear whether it refers to the "Anasazi" or "other clans"
In my opinion, "having" here refers to and modifies only "other clans" because it follow immediately "other clans". It would be useful if you give me some comment on my reasoning and more! Many thanks!

Is there a specific question you are asking?
It's difficult to analyze the question samples presented because they are not in context. Can you post the questions in their entirety for both?

I mean, why does "participle" -enabling, Og says, modify correctly "powers", but "having" in OG11-98 does not modify correctly "other clans"? Very confused!

I don't have my OG with me right now. I'll take a look at it tonight and get back to you. Is this in the Orange book or the other separate verbal book?
