The good news is that you have a win-win decision. In the end, both decisions would be good decisions.
Given the limited information I know about your background, I lean towards BC. Here's why:
- The northeast US is one of the locations you seek. The employing companies and the network of BC will be strongest for that goal. (Neither will have significant presence on the west coast, and this makes that a moot point).
- Boston is a very metropolitan and sophisticated city. There are many international students there, and I would venture that the environment is more "international-friendly."
