Violent crime in this town is a becoming a serious problem. Compared to last year, local law enforcement agencies have responded to 17 percent more calls involving violent crimes, showing that the average citizen of this town is more likely than ever to become a victim of a violent crime.

I would go for C. It tells that more people are reporting crime. So, it does not mean that crime rate has increased. So this weakens the argument.

Another +1 for c as it attacks the assumption that crime has increased because people are committing more crime, it offers an alternate reasoning for that and weakens the argument

For whatever reason, i don;t generally pre-phrase but in this instance I did and I came up with the idea that there is either a better reporting mechanism or more people. A quick view of the answers shows that C fits that bill. I’ll go through my normal POE for your benefit.

A – This strengthens the argument. Eliminate
B – Outside of the scope. A victims age has nothing to do with conclusion.
C – Correct. This answer says that there is indeed an increase in calls regarding violent crime, but states that this is not because of an increase in crime, but an increase in the people reporting it.
D – This is not relevant. Teenagers are not a necessary element to this argument. Eliminate
E – Again, this is not relevant. Repeat offenders are not a necessary element to t his argument. Eliminate.

+1 C

Premise 1 - Violent crime in this town is becoming a serious problem. Compared to last year, local law enforcement agencies have responded to 17 percent more calls involving violent crimes

Conclusion - The average citizen of this town is more likely than ever to become a victim of a violent crime.

“Weaken” type – Any options which weakens the conclusion is our answer

(A) The town’s overall crime rate appears to have risen slightly this year compared to the same period last year. (“Slightly” creates ambiguity, is it greater than 17 percent is not known, eliminate)
(B) In general, persons under the age of 65 are less likely to be victims of violent crimes than persons over the age of 65. (Age has nothing to do with the conclusion, irrelevant)
(C) As a result of the town’s community outreach programs, more people than ever are willing to report violent crimes to the proper authorities. (This is our answer, it shows that the crime has not but the crime reporting has resulted in the percentage increase, thus weakening the conclusion)
(D) In response to worries about violent crime, the town has recently opened a community center providing supervised activities for teenagers. (It does not prove anything, eliminate)
(E) Community officials have shown that a relatively small number of repeat offenders commit the majority of violent crimes in the town. (Nothing is given about the new entrant, eliminate)

:-D
