The Answer is D.
The reason behind the same is that the statement fails to consider the violent crime rates 4 years ago for Meadowbrook and Parkdale.

Below could be the scenario which undermines the above statment.

Population of Meadowbrook 4 years ago: 1000
Crimes per 1000:- 10 (1 percent)

Population of Parkdale 4 years ago:- 500
Crimes per 500:- 400 (80 percent)

Even if crime rate is increased by 60% for Meadowbrook and by 10% for Parkdale. It will undermine the statement. Hence the flaw.

D for me.

Evidence: crime rate in M increased by 60%, crime rate in P increased by 10%
Conclusion: Current crime rate is higher in M .

Flaw: We don't know the actual crime-rate (of 4 yrs back).
