it is E because the plan is to "improve nutrition" (first line of argument). If the new sweet potato lacks imp. nutrients that the current variety has - then that may lead to other deficiencies ---> nutrition would not be improved. Thus, E fits right in.
D does not work - just coz the new variety of sweet potato is the richest source for Vit A does not mean it will help the plan to "improve nutrition."

E - Ok - says this variety of potato is the best among the available variants. So, the best option to cure nutrient deficiency
D is already stated in the passage.
