between B and D i'll go with D

a study can cite, but a study cant estimate. Plus I like "votes that were cast" as opposed to votes cast

But in D, "had not been counted" is awkward

why does "had not been counted sound awkward" to you? its just the past participle describing a previous action

I also chose B over D. In D it is not clear what "in estimating" modifies.
