Warning that computers in the United States are not secure, the National Academy of Sciences has urged the nation to revamp computer security procedures, institute new emergency response teams, creating a special nongovernment organization to take charge of computer security planning.

Can somebody please explain when to choose a participial phrase and infinitive?.

Please note that the un-underlined part lists the infinitives ‘to revamp /, institute’ without a conjunction in between, implying that another infinitive factor is ensuing to maintain parallelism. In the context, ‘to create’ is indeed the third factor, which the NSA has urged. Therefore, participial use of ‘creating’ is wrong in the given case. The real choice should fall between D and E.

Since a purpose ‘to take charge’ is indicated in the text, the best diction to denote such a purpose is the infinitive. Therefore, D drops out and E is the eventual option.
