Will go with A
(B) Problems of managing water and resources
Changes meaning ... the sentence says resources are managed and doesnt mention about mgmt of water
(C) Problems in the management of water and other resources
Same problem as B
(D) Problems of water and other resource management
Water problems sound much better than Problems of Water
(E) Resource management problems, including water
Same problem as B
