The original sentence makes it sound as if "Water" and "resource management problems" will be concerns at the session. As in a "glass of water" and "resource management problems."

I picked A as well. I don't see any logical issues with "water" being a concern. I eliminated C because it changed the meaning of the sentence. Without the proper context, we cannot understand the true meaning of the sentence and as such (and IMO) makes this question a very ungmattish question.
