B Problems of managing

D problems of water

Clue is other resources as water is also a resource. Correct sentence should use other.
Eliminate A, B and E on this basis.
Between C and D. In D, Problems of water do not make any sense.
Hence C.

b is more with management problems irrelevant

c:

d: water problems
e: wrong choice

i had option C as answer:
