C)...because the problems refer to the management and not to the water itself.

C. If A were stated as (its) resource management problems then it could be correct.

I think it is more to do with structure than idiom. I think gerund managing requires possesive form of the noun in front of it. Also, if you construct the sentence in that manner, sentence will certainly be wordier than choice C
