i doubt between A and C... i vote for C because in A it is not water but water management that is going to be in the list...

It's A. It's implied that "management" modifies water too.

It is problems (not water or resources) that have to be at the head of the legislature's list of concerns.

The correct idiom is PROBLEMS IN—compare with DIFFICULTIES IN

Therefore, the correct answer is C.
