water and resources mean the same in the context of this sentence...

I would go for E...

(D) sounds good to me! (Though not sure)

(A) also sounds good, but considering water as one of the resources, (A) possess redundancy error.

Any comments??

hmm.. Answer should be "D"
It is more persuasive compare to "E" - "Resource management problems, including water" do not clearly reveal problem of water management.
