Why cant we eliminate C ? C talks about generic states not specifically about Florida which is out of scope ... Please explain in detail and also do not just submits the IMO

one state to another when they retired, the percentage
who retired to Florida has decreased by three
percentage points over the past ten years. Since
many local businesses in Florida cater to retirees,
these declines are likely to have a noticeably negative
economic effect on these businesses and therefore
on the economy of Florida.
Which of the following, if true, most seriously weakens
the argument given?
(A) People who moved from one state to another
when they retired moved a greater distance,
on average, last year than such people did ten
years ago.
(B) People were more likely to retire to North
Carolina from another state last year than
people were ten years ago.
(C) The number of people who moved from one
state to another when they retired has increased
significantly over the past ten years.
(D) The number of people who left Florida when they
retired to live in another state was greater last

This is a mathematical question:

Finding: Out of total retirees in US, less PERCENT of retirees move to Florida now than they moved a decade back.

100 retired 10 years back
50 retired to Florida 10 years back.

100 retired 10 years back
30 retire to Florida today.

Conclusion: The fact mentioned above will tells us that there will be a declined in business.

Flaw: The %age may not be a direct indicator of the number of people moving to Florida.

Think it like this;
100 people retired a decade back
50 moved to Florida then.
total % moved= 50%

1000 people retire now.
300 move to Florida now.
Total % move=30%

We see that despite the decline in the percentage, number of people moving to Florida increased. Thus, the inference made by the author based upon the fact was not a 100%.

"C" is giving us a scenario where Author's inference may fail and hence is the answer.
*******************************************************************

Please note that using C's information, we can't be 100% sure that number of retirees WILL increase in Florida. But, C does give us a food for thought and a reason to reconsider author's inference. Also, C may not be the best weakener but is certainly the best of the lot.
