CIO positions in my experience usually have engineering based degrees (CS), not business (MIS). You could start out as a project manager and work your way up the food chain, but I wouldn't expect immediate gratification.
I believe MIS people - more often than not - end up as BAs/SMEs. Further growth would mean project/team management and so on. I may be wrong, but it doesn't seem to me as the fastest route to a top position.
If you have an IT background, I'd say that an MBA in Technology/Systems/Operations is a better bet.
