B because "is" is sounding better to my ear than are.

Risks are plural, so we need "are."

Among A, C, and E, only (C) maintains llism with the demonstrative pronoun "that."

Here's the rule guys which i learnt a few days back

WHAT VERB SUBJECT->verb depends on subject…eg what are called aperiodic tiles,turned out to describe

In the question given

What concern , so we need are.
So would go with C

Applied the same logic to justify "are" in the correct answer.

Definitely C maintains the parallelism as MATT described.

Its not the risk here that is matches to. It is the concern. Concern is the risk...
