A bit confused on this. B & D can be eliminated for subject-verb agreement. IMO "C" is parallel

I agree with C as well. Is the question stem grammatically correct in “What concern scientists”? Shouldn’t this be “What concerns scientists” as ‘risks’ are plural. In fact if it was singular shouldn’t it be “What is a concern to scientists”.
Eg. I have a concern. I have concerns.

Is "What concern scientists the most" correct? Shouldn't it be "What concerns"? Because of concern I ended up selecting between B and D..."My concern is" and "my concerns are"

the sentence should have are because of the RISKS. So eliminate B and D Now look for ||ism. Only C maintains that. C is correct

I think you just have to take the cue from the subject (the noun clause "what concern...warming") where it uses the form "concern", that the subject is plural, and therefore "are" is the correct form of the working verb. Of course parallelism in the rest of the sentence has to be maintained so C should be the right answer.

Eg. I have a concern. I have concerns. A little awkward, but I think "what" in that case is referring to a plural topic—" are the risk s + list of several risks." Correct me if I'm wrong, but if "what" weren't clarified, "what" should probably be assumed as singular. Because it is clarified as plural, you can say "What concern scientists."

Still say C, but thinking about this one again, I think the second part of the sentence (the answer choice) is actually the subject in this case. Flip the sentence around and you'll see that "are" is correct.

In your example "my concerns are" "my concerns" is acting as noun so to make this plural "concerns" is right one.
